On Wednesday, March 27, at 8:17 p.m., Seaside police responded to a motor vehicle crash involving a pedestrian at the intersection of S. Roosevelt and Ave. I. The pedestrian was identified as Francis Picard, 71, of Seaside.
Mr. Picard was transported to Columbia Memorial Hospital after sustaining serious injuries. Police say the driver of the involved vehicle was Lanny Shuler, 68, of Seaside.
Driver impairment does not appear to be a contributing factor for the crash. Mr. Shuler stopped immediately after the incident and began assisting at the scene of the crash; he is cooperating with the investigation.
The initial investigation determined Mr. Picard was walking eastbound and crossing S. Roosevelt (Hwy 101) near Seaside Stop & Go. While walking in the northbound lane of travel, he was struck by the northbound vehicle. Contributing factors as to why Picard may have been struck include it was night time; limited visibility; and dark, nonreflective clothing worn by Mr. Picard.
